Bill Simpson
William (Bill) Simpson is a public policy and government relations consultant, specializing in appropriations, housing, agriculture and economic development issues and legislation. With over 19 years of experience in the legislative and executive branches of government, Bill provides a holistic approach of how government works.
Since his departure from Capitol Hill, Bill has worked on two major legislative efforts. The first was the creation of a new permanent Rural Development Disaster Assistance Fund that included $26 million for USDA Water and Waste assistance and $40 million for the Community Facilities programs. This legislation was signed into law on September 30, 2008. The second effort is the inclusion of significant funding for the USDA Water and Waste Water loan and grant programs in the current stimulus package. This legislation is currently being debated with an unprecedented program level for water programs including the USDA program level over $3.5 billion in both the House and Senate reported bills.
Bill worked on the Senate Appropriation Committee for 7 years serving on the Full Committee and the Appropriations Subcommittees on Transportation, HUD and Agriculture, Rural Development and Related Agencies. Previous government experience also includes positions with two previous members of Congress and various positions within the Department of Agriculture including the Mississippi State Director for Rural Development, Deputy Chief of Staff to the Secretary and Senior Policy Advisor. Bill also has experience in the private sector ranging from constructing homes to working with the Mississippi Power Association.
